MSDS:

Added three frequently asked questions related to MSDS in the FAQ page.

Notices of Technical Policy or required Label elements for Class II Specified Chemical Substances and designated products containing these substance were gazetted on Jul.15, 2010. These notices will enter into force from Apr.1, 2011. The corresponding notices, most of which were published in this March, will be repealed by the end of Mar. 2011.

Industrial Safety and Health Law (ISHL):

Added new pages for MSDS and Labeling in the ISHL index page. These pages include information required for MSDS and Labeling under the ISHL, with taking into consideration of GHS and other Japanese situations related to GHS. ISHL is the only law that introduced GHS in Japan.

Chemical Substance Control Law:

"List of substances recognized as having low risk" (related to Article 8 of the law) has been posted for public comment. These substance may be exempt from the reporting obligation of manufactured/imported volume. Basic thoughts for the selection of these substances are also indicated.

About the English list of ISHL inventory :

JCR-Link may be able to provide you with English list of chemical substances in the ISHL inventory. If you are interested in the list, please contact me mshiba@jcr-link.com (please write down desired price for the list in case you want to purchase it)

The list will include 10,000 to 20,000 chemical substances that have been notified since the introduction of new chemical notification system under the Industrial Safety and Health Law (except about 3000 chemicals). Updated information will be available in the future for newly notified chemical substances (about 1000 per year). In a combination of using CSCL inventory, you may be able to check all chemical substances on the ISHL inventory. It includes IUPAC name and ISHL inventory number; however CAS number is not available now. Remaining 3,000 chemical substance name may be translated depending on the future development.

An e-learning software is published on METI website (Japanese only)

By this software, you can understand current Japanese chemical management movements and risk communication methodologies in Japan. It includes the contents of JAMP (Joint Article Management Promotion-consortium) activities.

METI summarized lists of Laws, Cabinet orders, Ministerial ordinances, and Notices related to the amended laws and posted them on their web site. Because the implementation of the amended laws will enter into force by taking two years, the laws and Cabinet Orders etc. as of Apr.1, 2010 and Apr.1 2011 are separately listed. Almost all information is in Japanese but METI provides an English summary of the amended law at the bottom of the page.

The application can be started from April 1, 2010.

Chemical Substance Control Law:

METI Notice for domestic importers. Mar. 4, 2010 (English): New requirements for the importation of Existing Chemical Substances are indicated. This notice was posted on government web site to help domestic importers communicate new requirements to exporters in overseas. Concentration cut-offs for the reporting obligation of Existing Chemical Substances and Priority Assessment Chemical Substances under the amended law are clarified.
